Various rights of alopecia patients in the health basket, national insurance and more

Medical Treatments from the Health Basket

Various medical treatments for alopecia are included in the health basket, including topical treatments (topical corticosteroids, minoxidil) and systemic treatments. Check with your HMO which treatments are included in the basket and get a referral from a dermatologist.

Emotional and Psychological Treatments

Alopecia patients are entitled to psychological treatment within the health basket, if the disease affects mental health. Contact your family doctor for a referral.

Wig Purchase Reimbursement

Patients with alopecia totalis or universalis are entitled to reimbursement for wig purchase from their HMO. Per the health basket regulations, the reimbursement is up to NIS 5,569.05, once every two years. The purchase must be made from a supplier or store in Israel only (no reimbursement for wigs purchased abroad).

National Insurance (Bituach Leumi)

In some cases, alopecia may entitle patients to disability percentages and rights under the National Insurance Institute. It is important to distinguish between medical disability percentages and eligibility for payment — a determination of medical disability does not automatically entitle to payment, and eligibility depends on the claim track and additional conditions.

Disability Percentages for Alopecia

Under National Insurance regulations, alopecia universalis may entitle patients to 20% medical disability. Alopecia totalis and extensive alopecia areata may entitle to lower percentages, depending on case severity and the medical committee decision.

Claim Tracks

  • General Disability: For those whose disability affects earning capacity. Ages 18 to retirement age.
  • Work Disability: If the condition worsened due to working conditions.
  • Disabled Child: For children up to age 18 with at least 20% disability.

It is recommended to seek advice from a lawyer or disability consultant before filing a claim.

Disability Percentage for Alopecia

Under National Insurance regulations, alopecia universalis may qualify for 20% medical disability. Percentages are determined by a doctor or medical committee.

When multiple medical conditions exist, the committee assesses each separately — percentages are not simply added but calculated on a weighted basis.

General Disability Allowance

General disability allowance is for those whose medical condition significantly impairs their ability to work and earn.

20% disability from alopecia alone is generally not sufficient. Medical thresholds:

  • At least 60% medical disability, or
  • At least 40% with multiple conditions where one has at least 25%

What if other medical conditions exist?

If alopecia co-exists with other medical conditions — it is important to document and include all of them in the claim.

A significant and diagnosed psychological condition can also be assessed if documented medically.

Alopecia and Work Injury

If there is a claimed connection between alopecia and work, a claim under the work injury track may be possible — a separate track from general disability.

Recognition of the injury as a work injury is required first, before additional rights can be considered.

What happens if work-related disability is determined?

  • Temporary disability 9%–100% — may qualify for a monthly allowance during the disability period
  • Permanent disability 9%–19.99% — qualifies for a one-time grant
  • Permanent disability 20% or more — qualifies for a monthly allowance

How to submit a general disability claim?

Claims can be submitted online. Recommended documents to include:

  • Dermatologist document with diagnosis and type of alopecia
  • Extent and duration of the disease
  • Treatments and medications administered
  • Medical documents for any additional conditions
  • Psychological distress documentation, if relevant

The Medical Committee

The committee reviews medical documents and the patient's condition to determine disability percentages.

Ensure every medical condition appears in the claim and is supported by appropriate documentation.

  • 20% medical disability does not automatically equal an allowance — it is only one of the conditions.
